Abstract
Indonesia’s digital economy continues to expand as a growing segment of the population conducts various transactions through online platforms. The COVID-19 pandemic, which restricted physical mobility, further catalyzed this growth. Digital transformation—already underway due to technological advancements—has been significantly accelerated by the proliferation of online social and economic activities mediated by electronic systems and digital applications. However, alongside the rapid acceleration of the digital economy and its supporting technologies, the vulnerability to data misuse has increased. This issue is increasingly critical, given the absence of a comprehensive legal framework to protect the personal data collected across various platforms. As evidenced by frequent occurrences, data breach incidents have compromised public confidence and trust in the security of digital platforms. In response to these challenges, the government initiated the deliberation of the Personal Data Protection Bill (RUU PDP). Many stakeholders argue that the finalization of this bill is urgent, as its enactment will be a decisive factor in the trajectory of Indonesia’s digital economy, whose growth potential remains hindered by recurring data breaches. Consumer comfort and trust are pivotal elements required to drive the digital economy toward its projected growth. A fundamental principle in the processing of personal data is the informed consent of the data subject. As the rightful owners of their information, data subjects possess specific rights, including the right to access information, the right to erasure (data destruction), the right to withdraw consent for processing, and the right to object to automated profiling
